About this site
Public records, made public.
Transparent Salinas takes campaign-finance filings already on file with the City of Salinas and puts them in a visual, searchable format. It makes no endorsements; source facts, calculations, classifications, and inferences are labeled under the standards below.
2026 filings: data as of 2026-10-17
Start with the 2026 numbers
Data as of 2026-10-17. Figures cover campaign statements for periods through that date; coverage differs by committee.
The 2026 campaign statements are published in 2026 Money. They are a separate dataset from the 2024–2025 snapshot behind the counts below. Each measure is shown on its own and is never added to another.

What this is
An independent, volunteer civic-data project that republishes City of Salinas campaign-finance records in a more visual, searchable format. Maintainer identities are not published for privacy and safety. There is no parent organization, outside funding, or political affiliation.
What it isn’t
Not affiliated with the City of Salinas, the FPPC, or any candidate or committee. Transparent Salinas makes no endorsements. Source facts, our calculations, and interpretive groupings or inferences are identified separately so readers can evaluate each one.
The Data
2026 filings: how the numbers were built
Data as of 2026-10-17. Figures cover campaign statements for periods through that date; coverage differs by committee.
- Source. Campaign statements (FPPC Form 460) and late-contribution reports (Form 497) that committees filed with the City of Salinas, taken from the City’s NetFile exports. Coverage differs by committee, and each committee page states its dates.
- Paper-filed statements. Some committees filed their 2026 statements on paper, which the City’s e-filed exports do not include. Only their summary totals were read from the paper-filed Form 460 statements (filing 217038488 (received 2026-07-08) and filing 217534118 (received 2026-09-28) for committee 1482360, and filing 217503619 (received 2026-09-23) for committee NF-217503420), twice independently and checked against a third reading. Every figure from them is labeled with its filing IDs and received dates; itemized names are not transcribed, and a measure the paper forms do not establish is shown as not established, never zero.
- One version of each filing. For each committee and reporting period, only the final version (its most recent amendment) is kept.
- Checked against the filing itself. Each statement’s monetary contributions and payments are reconciled against its own summary page. A statement that does not reconcile is labeled, and the balances it affects are withheld rather than guessed.
- Separate measures. Monetary contributions, later reported receipts, loans, in-kind support, payments, ending cash, unpaid bills and outstanding debt are never added together. A report filed by a sending committee is not counted as new money for the receiving committee.
- Names and privacy. Individual donors are named only when their amount to one committee in one year meets the disclosure threshold on the method page. Smaller amounts are pooled as “names withheld” and stay in the committee’s figures. Payees, including individuals, are named as the filings list them, at any amount. Street addresses, phone numbers and e-mail addresses are not published, and no private donor was researched online.
- Unavailable, not zero. A candidate with no matched committee, and a committee with no 2026 full statement, are shown as “Unavailable (not zero)”.
- Verified before publication. Every figure was recomputed independently from the filings and checked.

Known gaps
- 2026 filings: not every filing may be here. Data as of 2026-10-17. The 2026 figures come from the City’s NetFile exports of e-filed campaign data: the 2025 export was generated 2026-09-25 and the 2026 export 2026-10-27. Statements cover periods through 2026-10-17; later reported receipts include Form 497 reports filed through 2026-10-23. The paper-filed Form 460 statements added from the City’s portal are filing 217038488 (received 2026-07-08) and filing 217534118 (received 2026-09-28) for committee 1482360, and filing 217503619 (received 2026-09-23) for committee NF-217503420. NetFile may hold newer filings, and no claim is made that every filing currently online is included.
- 2026 filings: unavailable, not zero. A candidate with no matched committee, and a committee with no 2026 full statement, show “Unavailable (not zero)”. Their 2026 figures are not established.
- 2026 filings: reports by one side only. A late contribution reported only by the sending committee (Form 497, Part 2) is not included in the receiving committee’s figures. Sender and recipient reports are never added together.
- 2026 filings: a statement that did not reconcile. The unpaid-bill and outstanding-debt balances on committee 1470558’s 2025-01-01 to 2025-06-30 statement are withheld, not zero, because that statement did not reconcile. See the method page.
- Non-monetary (in-kind) contributions in the 2024–2025 snapshot. In-kind goods and services live on Schedule C, which isn’t pulled into the 2024–2025 pages. The exclusion is methodological, not editorial. The 2026 statements show in-kind support as its own separate measure in 2026 Money, never added to monetary contributions.
- 2026 records on the 2024–2025 pages. The 2024–2025 snapshot behind the donor directory, charts and investigations contains no 2026 calendar-year filing rows. The portal may change between snapshots; 2026 records will appear on those pages only after a manual download, import, and review. The 2026 campaign statements are published separately in 2026 Money.
- Tony Barrera 2024–2025 contributions. In the NetFile materials reviewed for the 2024–2025 snapshot, his most recent filing was from 2022, so no 2024–2025 contributions are loaded for him. His 2026 committee filed its statements on paper. The 2026 figures are summary totals read from those paper-filed Form 460 statements and are labeled with their filing IDs and received dates on the 2026 Money pages.
Methodology: 2024–2025 history
Selected NetFile Excel exports are converted to JSON and rendered client-side. The project preserves source amounts and filing-name fields in the imported records, while display formatting and normalized search keys may differ. Within the included export and schedules, the project selects the latest available amended version it can match; later filings or unmatched amendments may not appear until a future manual review.
The cross-campaign donor directory groups records by exact normalized filing name, entity type, and city. These are filing-name groups, not verified unique people or organizations. Spelling or location differences can split one donor; identical filing details can group different parties. Group records therefore carry an unverified identity status and state their matching basis.
Candidate portraits use project-generated initials unless reuse rights for a photograph have been documented. Unverified photographs are withheld from the public release.
From filing to page
Campaign-finance transaction fields and totals in the Schedule A and E views are derived from the included public FPPC filing exports. Other pages also contain election, budget, questionnaire, and editorial material with separately named sources.
-
Step 01
NetFile
Candidates and committees file FPPC Form 460 with the City of Salinas through the NetFile public portal.
-
Step 02
Export
Editors manually download Excel “Export Amended” workbooks from the public portal. The export can include amended records; it is not treated as proof that the project captured every filing or amendment.
-
Step 03
Dedupe
Within the imported schedules, matched amended versions are collapsed to the latest available row. Source amounts and names are retained, while the interface separately creates formatting, search keys, calculations, and classifications.
-
Step 04
Publish
Imported records are converted to JSON and rendered in the browser. This is a project-created transformation of a dated snapshot, not a live mirror or substitute for the original filing.

What the words mean
Campaign finance has its own vocabulary. Here are the terms you’ll meet across this site, in plain language.
Common questions
Why do some pages show both 2026 and 2024–2025 numbers?
The 2026 figures come from campaign statements for 2026. The 2024–2025 figures come from an earlier snapshot of filings. They are separate datasets and are never added together. Pages that show both lead with 2026 and keep the earlier material below it, labeled 2024–2025 history.
How often is the data refreshed?
This is a manually refreshed snapshot, not a live feed. Editors plan new downloads around major filing deadlines, then import and review the records before publication. The footer’s “data through” date changes only after that process; NetFile may contain newer filings in the meantime.
Data as of 2026-10-17 is the date of the 2026 campaign statements, a separate dataset from the 2024–2025 snapshot: it is the latest statement end date in the 2026 filings. That date is stated on every 2026 page and in the footer. NetFile may hold newer filings than either dataset.
Why aren’t in-kind contributions in the 2024–2025 numbers?
FPPC Form 460 Schedule A covers monetary contributions; in-kind goods and services live on Schedule C, which isn’t pulled into the 2024–2025 pages. The exclusion is methodological, not editorial. The 2026 statements show in-kind support as its own separate measure; see 2026 Money.
How do I report an error or correction?
Email tips@transparentsalinas.org. Include the page, the number you believe is wrong, and the NetFile filing that supports the correction if possible. Fixes are made in public.
Are PACs and candidate committees treated the same way?
Both are pulled from the same NetFile portal but surface in different views: candidate committees on the council and elections pages, PACs on the dedicated PACs page, and ballot-measure committees on the Referendum page.
Why does Tony Barrera show no 2024–2025 contributions?
In the NetFile materials the project reviewed for the 2024–2025 snapshot, his most recent FPPC filing was from 2022, so no 2024–2025 contributions are loaded for him.
His 2026 committee filed its statements on paper. The 2026 figures are summary totals read from those paper-filed Form 460 statements and are labeled with their filing IDs and received dates on the 2026 Money pages. 2026 filings →

No. Transparent Salinas is an independently maintained volunteer project, not affiliated with the City of Salinas, the FPPC, any candidate, or any committee. It has no parent organization, outside funding, or political affiliation; maintainer identities remain private for safety.
Who’s behind this
Transparent Salinas is an independently maintained volunteer project built on the belief that campaign-finance data should not require a public-records request and a spreadsheet to understand. Maintainer identities are not published for privacy and safety.
Public records, made public — but actually usable.
The project has no parent organization, outside funding, or political affiliation. The data was always public; this site makes it easier to read. Tips, source documents, correction requests, and right-of-reply messages are accepted at tips@transparentsalinas.org. Candidates the project contacts in the same covered race receive the same questions; contact may occur on different dates, and each profile’s invitation status reflects the project’s outreach log. Responses retain their substance, apart from clearly marked formatting or safety redactions. Unless a response was submitted in Spanish, text on the Spanish pages is a Transparent Salinas translation; the original-language response controls if wording differs.
Editorial and corrections standards
Source facts
Names, amounts, dates, committee information, and transaction details reproduced from a public filing are source facts. The filing source and reporting period are named wherever the available records support them.
Calculations
Totals, averages, distinct filing-name counts, percentages, and rankings are calculated from the published records. They can differ from a committee summary when filing periods, amendments, refunds, or included schedules differ.
Classifications and inferences
Industry labels and editorial donor-record groupings are research aids, not official filing fields. Industry labels use project-maintained name and employer matching rules and can be incomplete or wrong. Record groups use filing-name variants, employer or occupation fields, responsible-officer text, and documented public corporate relationships where available. None of these classifications verifies identity, ownership, family relationship, coordination, common control, or wrongdoing.
Corrections and replies
Email tips@transparentsalinas.org with the page, disputed statement, and supporting record. Documented errors are corrected after review; substantive changes receive a dated correction note. People or organizations named in coverage may use the same inbox to provide documentation or a response.
Corrections and change log
· 2026 filings
- Data as of 2026-10-17: added the 2026 campaign statements as 2026 Money, with results by committee, candidate and committee pages, an explorer and downloadable data.
- Refreshed the 2026 filings with the City’s 2026 export generated 2026-10-27 (later reported receipts through 2026-10-23) and with summary totals read from paper-filed Form 460 statements (filing 217038488 (received 2026-07-08) and filing 217534118 (received 2026-09-28) for committee 1482360, and filing 217503619 (received 2026-09-23) for committee NF-217503420). Figures from paper filings are labeled as such.
- Pages that showed 2024–2025 finance detail now lead with the matching 2026 detail. The 2024–2025 material stays below it, labeled 2024–2025 history.
- The committees for the rent referendum now appear together, each with the same measures.
- Added a plain-language summary of the 2026 method and known gaps to this page, and two dates (2024–2025 snapshot and 2026 filings) to the data notes.
- Corrected the timeline entry for the council’s June 2025 action on the rent ordinances so it matches the official record described on the Cheat Sheet.
· 2024–2025 history
- Corrected the 2024–2025 expenditure records: 180 Schedule E rows filed by a 2024 mayoral committee (ID 1469602) had been listed under District 2 council member Tony Barrera. They now appear under that committee’s filed name on the Expenditures page and no longer appear on his council page. The amounts and the dataset totals did not change.
· Audit release
- Clarified anonymous organizational operation, editorial independence, right of reply, and the difference between source facts, calculations, classifications, and inferences.
- Replaced unverified “unique donor” claims in the cross-campaign directory with filing-name-group methodology and disclosed its identity-matching limits.
- Updated the CA-19 primary note to distinguish the state’s certification deadline from the still-unofficial label on the official results portal when checked.
- Added candidate source notes, direct FEC records, static finance facts, a privacy notice, keyboard support, status announcements, and narrow-screen fixes identified in the accessibility audit.
To request a correction, send the page URL, disputed statement, and supporting record to tips@transparentsalinas.org. Substantive corrections will be added here with the date and a plain-language explanation.
About these numbers
- Each 2026 figure is its own measure. The 2026 figures are not added together, within a committee or across committees.
- Unavailable (not zero): Shown when a figure could not be established from the filings used here, such as when no committee was matched to a candidate or a committee has no 2026 full statement. It does not mean zero dollars.
- Names withheld: individual contributors below the disclosure threshold are pooled into one row. Pooled amounts remain in funding totals.
- Loans, in-kind support and contributions reported after a committee’s last full statement are shown separately from monetary contributions.
- Reports filed after the export date may be missing. Check the City’s NetFile portal for newer filings.
- Positions of ballot-measure committees are as their filings or the City’s portal state them. They are not endorsements by Transparent Salinas.
